Valley United Soccer League (VUSL) has been delegated by Eastern Ontario Soccer (EOS) to enforce discipline for most offences. More serious offences will be passed up to the EOS for processing. These include matters regarding match official assault and anything related to the registration or identification of an individual.
Discipline issued by the VUSL follows Ontario Soccer's (OS) Discipline By Review (DBR) System and applies the Standard Penalties for Misconduct (Ontario Soccer Judicial Matters, Policies, and Guides).
A discipline panel of a minimum of three certified members will handle all cases eligible for Discipline By Review (DBR). The panel will meet as needed via email unless otherwise necessary.
A discipline panel of three certified members will handle Discipline by Hearing (DBH). A minimum of fourteen (14) days notice will be given to all required to attend.
Players or team staff receiving a red card should not skip their next game unless they have received a verdict from the panel or instructions from the league president. The panel has one week from the time of the incident to render a verdict or provide further instruction.
If you receive a red card that you do not agree with, you have the right to request to be disciplined using the OS Discipline By Hearing (DBH) System. This Letter of Request for a Hearing (email is fine) MUST be submitted to VUSL within 3 days of receiving the red card. It is recommended that you find out why you received the red card before submitting an appeal. Emails are to be sent to discipline@vusl.ca.
If you do not contact the league within 3 days of receiving the red card, the OS Standard Penalties for Misconduct will be applied using DBR system.
If, after the VUSL hearing, you disagree with the decision of the Discipline Hearing Panel, you must appeal the decision to the EOS within 14 days of the hearing notification. For further information on this discipline process, please see the OS Appeals Policy.
